Coordination

Coordination is the term Congress has prescribed for a process through which Federal agencies and State agencies implemented Federal programs are ordered to work with local governments. Even though the Federal statutory and regulatory mandate is that the implementing agencies shall coordinate, they do not voluntarily comply. Compliance occurs only when it is insisted upon by local governments. Coordination is a mediation process.
